A considerable amount of time and effort has been put into getting an Article 4 Directive and Neighbourhood Plan for Falmouth, part of which addresses community balance and the consideration of HMO (houses of multiple occupancy). The Neighbourhood Plan already holds a little weight at it’s current stage and the application (PA17/02669) contravenes the Article 4 Directive policies.
